Comprehensive municipal government surveys

development of legal systems for citizen participation continues to stay at 30 percent

The Great East Japan Earthquake reminded us of the importance of citizen participation and collaboration. In the Green Access Project headed by OKUBO Noriko , Professor, Graduate School of Law and Politics, Osaka University, a questionnaire was created to survey "citizen participation ordinances" and "environmental ordinances" by municipal governments throughout Japan.

These were the first comprehensive surveys on the current status of community-based citizen participation and its challenges.

As a result, it was found that the importance of citizen participation was broadly recognized, but only 30 percent of the municipal governments had enacted such ordinances and that when such ordinances had been enacted, nothing had been put into practice in some communities.

These results indicate the need for greater support for creating ordinances, nurturing coordinators, and setting up systems based on the situations found in communities in order to promote citizen participation in local communities.
